O deputado Wellington do Curso (PSC) subiu à tribuna, nesta quinta-feira (25), para falar sobre reunião que teve no povoado Mandacaru, em Barreirinhas, com a comunidade e representantes do turismo de base comunitária no município.
Durante a reunião, a comunidade apresentou uma série de reivindicações que o deputado encaminhará à Prefeitura municipal e ao Governo do Estado, por meio de requerimento. Entre os problemas apontados pelos moradores, estão a falta de um portal na entrada da comunidade, falta de iluminação pública em vários pontos, falta de banheiros públicos na orla e outras demandas para melhor receber os turistas.
“Seja o turista comunitário, seja o turista de massa, precisamos dar o mínimo de qualidade para recepcionar a população e visitantes. Além disso, também, incrementar e incentivar ainda mais o turismo de base comunitária”, observou o deputado.
O parlamentar também falou sobre o Decreto nº 165/2023, da Prefeitura de Barreirinhas, que permitiu que veículos do tipo UTVs possam circular nas trilhas dos pequenos Lençóis Maranhenses e em trilha dentro do povoado Mandacaru, sem que a comunidade fosse consultada sobre essa decisão.
Wellington do Curso afirmou que vai encaminhar uma indicação à Prefeitura solicitando que sejam feitas as correções necessárias no decreto, respeitando a Lei Estadual nº 11.647 que trata sobre a prática e a atividade off road, carros 4×4, quadriciclo e UTVs.
“O prefeito fez um decreto, incluiu os Pequenos Lençóis Maranhenses sem discutir com o Governo do Estado; incluiu o povoado Mandacaru sem discutir com a comunidade. Nós não somos contra o uso dos UTVs, mas precisa ter a regulamentação dos locais definidos. Mandacaru não era trilha habitualmente utilizada e, agora, o prefeito quer colocar o Mandacaru como trilha de UTV”, ressaltou.

During the meeting, the community presented a series of claims that the deputy will forward to the Municipality and the State Government, through a request. Among the problems pointed out by residents are the lack of a portal at the entrance to the community, lack of public lighting at various points, lack of public restrooms on the waterfront and other demands to better receive tourists.
“Be it the community tourist or the mass tourist, we need to provide the minimum quality to welcome the population and visitors. In addition, also to increase and encourage even more community-based tourism”, noted the deputy.
The parliamentarian also spoke about Decree nº 165/2023, of the Barreirinhas City Hall, which allowed UTV-type vehicles to circulate on the tracks of the small Lençóis Maranhenses and on a trail within the Mandacaru village, without the community being consulted about this decision.
Wellington do Curso stated that he will send an indication to the City Hall requesting that the necessary corrections be made in the decree, respecting State Law nº 11.647 that deals with the practice and activity off road, 4×4 cars, quadricycles and UTVs.
“The mayor made a decree, included the Pequenos Lençóis Maranhenses without discussing with the State Government; included the Mandacaru village without discussing it with the community. We are not against the use of UTVs, but you need to have defined local regulations. Mandacaru was not a trail usually used and, now, the mayor wants to put Mandacaru as a UTV trail”, he pointed out
