Em meio a uma crise financeira que assola o município de Barreirinhas, o prefeito Amílcar Rocha decretou situação de contingência através do Decreto 172/2023, publicado no Diário Oficial no dia 19 de junho.
No entanto, uma atitude do chefe do Executivo Municipal contradiz o próprio decreto. Acontece que o gestor vai abrir os cofres para bancar a 38º Vaquejada no município, com todos os shows com entrada gratuita para o público.
O evento está orçado em R$ 1.090.328,15 milhão e vai ser organizado pela kadosh Serviços Corporativos, localizada no município de Humberto de Campos. A empresa faturou o contrato por meio da modalidade pregão eletrônico.

O decreto de contingência financeira foi emitido após constatar que o município gastou além do que foi arrecadado, gerando a necessidade de entrar em regime de controle fiscal pela segunda vez na mesma obrigatoriedade. No documento é proibida a realização de qualquer despesa que dependa exclusivamente dos recursos próprios da prefeitura, suspendendo o pagamento de horas extras, gratificações e GEDS, e até restrição no custo do transporte escolar, que é algo essencial.
Além disso, levanta-se a questão de como o município arcará com essa despesa, considerando que o próprio decreto restringe gastos?
Diante dessa situação, é necessário que os órgãos competentes apurem a condução e priorização da alocação de verbas públicas na cidade de Barreirinhas.

Faced with this situation, it is necessary for the competent bodies to determine the conduct and prioritization of the allocation of public funds in the city of Barreirinhas.
